THERE was a time when the world looked to China to reduce its emission. China was — as quite rightly pointed out — one of the globe‘s worst polluters but it’s never been the world’s worst offender.
There have been many arguments why, and the obvious one was the per capita argument that China has more people; so, it should have more pollution. Then, there was the manufacturing argument that China manufactured more than any other country. There’s also the argument about export of dirty technology. Until recent years, the West exported its dirty industries to China because it was better over there, now it could blame others.
