MANILA, Philippines — A police colonel accused of documenting his sexual encounters with a woman he had an illicit affair with is facing administrative cases before the Office of the Ombudsman.
In a complaint filed yesterday, the woman said the 52-year-old police official should be held liable for grave misconduct, gross immorality and conduct prejudicial to the best interest of the service.
The woman’s daughter is a co-complainant in the case received by the Office of the Deputy Ombudsman of the military and other law enforcement offices or MOLEO.
The woman said the police official is notorious for his unlawful and abusive acts.
“He has a mental disability due to his immoral and vicious habits,” the woman said.
Among these are recording and collecting sex videos and using these to intimidate and blackmail the victim.
The police official is facing separate criminal charges before the Quezon City prosecutor’s office for psychological abuse under Republic Act 9262 or the Anti-Violence Against Women and Their Children Law, grave coercion, intriguing against honor and unjust vexation.
He was also charged for violating provisions of the Anti-Photo and Video Voyeurism Act, Safe Spaces Law, Data Privacy Act and the Cybercrime Prevention Law.
The victim said she repeatedly tried to end her illicit affair with the police official, which started in December 2020, but he threatened to expose their sex videos.
The police officer also ignored her pleas for the scandalous videos to be deleted.
The woman filed the cases after one of the sex videos was sent through Facebook Messenger to her husband and 17-year-old daughter in January.
With the grave offenses he allegedly committed, the woman said the official should be dismissed from the Philippine National Police as his actions “tend to tarnish the image and integrity of the PNP.”
She said she was forced to give in to the PNP official’s demands against her will because of the threats.
