Newly appointed Philippine National Police (PNP) chief Police General Rommel Francisco Marbil on Tuesday said he would not implement extensive reassignments in the police organization.

In a press briefing, Marbil said a reshuffle makes affected police units “unstable.”

“I do not do that kasi kapag ginawa mo ‘yung reshuffle na iyon, magiging unstable ‘yung unit. Wala namang kasalanan ‘yung mga pulis natin to reshuffle,” he said.

(I don’t do that because when you reshuffle, the unit will be unstable. Our police did not commit any wrongdoings to prompt a reshuffle.)

“We’ll be coming with a better parameter for them to be measured. Kung hindi mo kaya ito, then we will give you a chance to improve. Kung hindi mo talaga kaya, then we will get a better commander,” he added.

(We’ll be coming with a better parameter for them to be measured. If you can’t do it then we will give you a chance to improve. If you really can’t then we will get a better commander.)

Asked if he would impose a one strike policy, wherein the organization swiftly sanctions erring or negligent lawmen, Marbil pointed out that removing police officers from their posts would depend on their capability and not just because they committed a mistake.

“Mapre-pressure ‘yung police na one strike. Alam naman nila kung ano ang tama sa mali. Hindi na namin kayo i-strike-in. Kung hindi kayo capable, then we will remove you. We have parameters enough to check ‘yung pulis kung magaling o hindi,” he said.

(Policemen would be pressured if a one strike policy is in effect. They know right from wrong. We will no longer ‘strike’ you. If you are not capable, then we will remove you. We have enough parameters to check if the police are good or not.)

“So there’s no need for na kailangan magkamali ‘yung mga tao natin. Hindi namin gagawin ‘yun. Ayaw naming magkamali ang tao namin. We will help them,” he added.

(So there’s no need for our people to make mistakes. We won’t do that. We don’t want our people to make mistakes. We will help them.)

Marbil presided over his first command conference as PNP chief at Camp Crame, Quezon City on Tuesday. At a press briefing after the event, Marbil said that there was no need to declare an all-out drug war in the country.

President Ferdinand “Bongbong” Marcos Jr. swore in Marbil as the country’s new top police official on Monday. Marcos has called on the PNP to be more efficient in the performance of its duties. — VDV, GMA Integrated News
