Four policemen of the Special Action Force (SAF) were arrested while three others surrendered in connection with the murder of two alleged communist rebels in a police operation in Rodriguez, Rizal in 2010, the Philippine National Police (PNP) said Thursday.

In a press conference, PNP spokesperson Police Colonel Jean Fajardo said the concerned cops are now under the custody of the Integrity Monitoring and Enforcement Group (IMEG).

“Iyong pito po na involved na police ay nasa custody na po ng IMEG. Tatlo po doon ang sumurrender, apat po ang naaresto by virtue of warrants of arrest,” Fajardo said.

(The seven policemen involved are now in the custody of IMEG. Three of them surrendered, four were arrested by virtue of warrants of arrest.)

The IMEG said three of the policemen hold the rank of captain while the rest are non-commissioned officers (NCOs). They were identified as:

  • Police Captain Justin Dumaguing Anogue (active)
  • Police Captain Orlando Rosales Jr. (active)
  • Police Captain Guilbert S Asuncion (active)
  • Police Chief Master Sergeant Joseph Chumawar Jr. (active)
  • Police Chief Master Sergeant Israel Culangan Lucob (active)
  • Police Master Sergeant Dante Baloran (active)
  • Police Staff Sergeant Quill Carame Bay-an (absent without leave)

The seven cops, who surrendered in separate occasions, are now at the IMEG Custodial Facility in Camp Crame.

According to the IMEG, the arrest warrants stemmed from a 2010 armed encounter between the former unit of the seven accused, the PNP Special Action Force (SAF) and alleged members of the New People’s Army during a counter-insurgency operation in Sitio Lagyo in Barangay Puray in the town of Rodriguez, Rizal province.

The ensuing gun battle resulted in the deaths of two suspected members of the New People’s Army (NPA).—RF, GMA Integrated News
