'Civic groups need DSWD permit to raise funds'
THE Department of Social Welfare and Development (DSWD) has required all foundations, people's organizations (POs) and non-government organizations (NGOs) to first obtain a permit from the agency before they operate and fundraise.
DSWD Secretary Rex Gatchalian said that the agency has launched various digitalization initiatives including the Harmonized License Permit System (Helps).
In a statement, he said that Helps would streamline the registration, licensing, accreditation, and public solicitation permit processes for social welfare and development agencies (SWDAs).
This online system, Gatchalian said, makes it easier for foundations, POs and NGOs to apply for the necessary permits to operate and fundraise.
He thanked various corporate foundations, POs, NGOs and other private entities, which have been the government's constant partners in extending all forms of assistance to the Filipino people, especially those in the poor sector.
"They want to help so they should not experience delays in getting the permits to operate and fundraise," he added.
Meanwhile, the DSWD chief underscored that the agency's newly launched digital initiatives were anchored on President Ferdinand Marcos Jr.'s socioeconomic agenda on digitalization of government processes and operations.
"Digitalization is the president's direction towards efficiency in governance and DSWD is not exempted," Gatchalian said.
Aside from Helps, he also cited the Minors Traveling Abroad (MTA) System and "Kaagapay" Donations Portal.
The MTA System, Gatchalian said, was part of the government's efforts to prevent human trafficking.
The previous process of securing a travel clearance for minors traveling abroad allowed for potential trafficking risks, as a special power of attorney (SPA) alone could be submitted.
With the new system, a videoconference is conducted with the minor, their parents or legal guardians, and the travel companion before a permit is issued.
Regarding the Kaagapay Donations Portal, Gatchalian said this would serve as an online platform for donors to send their cash donations to DSWD-registered and licensed SWDAs, as well as to local government units (LGUs) engaged in humanitarian response during times of disasters and emergencies.
